Letter to U.S. Representatives who have not yet cosponsored H.Res.1351:

Dear Representative:

I am writing to ask you to help bring H.Res.1351 to the U.S. House floor and to vote YES on this common sense, bipartisan measure to hold Azerbaijan accountable for violations of U.S. statutes (Section 907 of the FREEDOM Support Act and international humanitarian law:

— Invasion and occupation of sovereign Armenia territory
— Ethnic-cleansing of indigenous Armenians from Artsakh
— War crimes, torture of POWs, and desecration of churches

In light of Azerbaijan’s dramatic escalation of its aggression, passage of H.Res.1351 is urgently needed to place the U.S. House of Representatives on record in four key foreign policy domains:

1) Condemning Azerbaijan for its September 13, 2022, unprovoked military attack on Armenia and Nagorno-Karabakh, and calls for an immediate and unconditional ceasefire;

2) Urging President Biden to immediately cease all assistance to Azerbaijan pursuant to Section 907 of the Freedom Support Act and for the Administration to make clear to President Aliyev that further attacks on Armenia and Nagorno-Karabakh will result in sanctions or other measures;

3) Reaffirming the United States’ decisive support of Armenia’s sovereignty and territorial integrity, and its firm opposition against Azerbaijan’s military aggression and blatant violations of international laws and norms; and

4) Supporting U.S. and international humanitarian assistance programs to meet the urgent needs of victims of Azerbaijani aggression in both Armenia and Nagorno-Karabakh.

Not a single American taxpayer dollar should be added to the more than $164,000,000 that the General Accountability Office reports has already been sent to the corrupt, oil-rich regime of Azerbaijan’s violently anti-Armenian regime.

The U.S. House – parallel to the passage of H.Res.1351 – must zero-out all appropriations or authorizations of U.S. aid to Azerbaijan; enact statutory restrictions on U.S. military aid to Baku; and strike the waiver provision of Section 907.

My family, my friends, my community stand foursquare against sending Azerbaijan our U.S. tax dollars, subsidizing its oil-rich army as it seeks to finish the Genocide that Turkey began in 1915, destroying and displacing Armenians from their indigenous homeland of thousands of years. This assistance, and more, should be repurposed to serve urgent humanitarian needs in Artsakh created by years of relentless Azerbaijani attacks and bombing.
