09/29/10 - Remarks submitted for the Congressional Record - Madam Speaker, I have serious concerns regarding H. Res. 1631 which was considered on the House Floor on Tuesday, September 28.

While the resolution purports to raise awareness regarding the smuggling of Cypriot religious and cultural artifacts, it only addresses cases related to Northern Cyprus and ignores the fact that it is a problem on both sides of the island, and should be addressed by both sides in addition to the international community.

H. Res. 1631 overlooks the destruction of over 100 mosques, shrines, mausoleums and other valuable Ottoman and other cultural treasures in the 103 towns and villages which the Turkish Cypriots were forced to abandon in the southern part of the island.

There is also no mention of the vast sums spent by Turkish Cypriots to restore 15 Orthodox Churches over the last three years?each of which has been completed.

In order to address this problem, Greek and Turkish Cypriot leaders established a Technical Committee on Cultural Heritage in May 2008 in conjunction with talks to settle the Cyprus issue. This Committee was given an important mandate for the protection of the rich cultural heritage of the island. It aims at preserving secular and religious cultural heritage monuments, which is an integral part of the ongoing process of improving relations between Turkish Cypriots and Greek Cypriots.

Had Greek Cypriots accepted the UN peace plan in the simultaneous referenda in April 2004, these issues would have been well on the way to being resolved, rather than discussed in third country legislatures.

Despite the rejection of the so called Annan Plan in 2004, direct negotiations between the two leaders on the island have continued in pursuit of a comprehensive solution to the conflict. As the party that has supported the UN peace plan along with the international community in 2004, the Turkish Cypriots continue to demonstrate their commitment to a comprehensive settlement based on the political equality of the two sides. Both sides need the support and encouragement of the United States and other members of the international community in order to bridge their differences and reach a mutually agreed upon settlement. The Congress should engage in activities that aim to bring the two sides together, not inflame passions. That is why I believe it was ill advised for the Congress to adopt this resolution.

09/16/09 - Remarks submitted for the Congressional Record - Madam Speaker, I am encouraged by the latest movement towards normalization of relations between the Republic of Turkey and the Republic of Armenia.

On August 31, 2009, the Foreign Ministers of Turkey, Armenia and Switzerland sent out a joint press release which was the latest significant step down the path to establishing diplomatic relations between Turkey and Armenia . The countries have completed and initialed two protocols which will, when they enter into force, provide a framework for the normalization of the bilateral relations. Moreover, I am encouraged that the parties have also included a timetable for implementation of the agreement which is an added confidence building measure for both sides. The citizens of Turkey and Armenia can now see a positive light at the end of the tunnel and we should do what we can to help them achieve their common goals.

This is a significant step in the right direction for the region and the world at large. The United States should continue to encourage and support the efforts of Turkey and Armenia , with the good offices of Switzerland, to build a productive and stable bilateral relationship and thereby enhance stability throughout the region.

05/19/09 - Remarks submitted for the Congressional Record - Madam Speaker, I rise today, May 19, to commemorate the 128th anniversary of the birth of Mustafa Kemal Ataturk, the founder of modern Turkey. Ataturk was a unique and inspirational figure who laid the foundation for the Republic of Turkey. He was a post World War I revolutionary leader who understood that Islam and modernity are not inconsistent?an important factor to reinforce today with democratic leaders throughout the Muslim world.

By any measure, Ataturk was an historic reformer. In the space of two decades, he built the nation of Turkey from the ashes of the Ottoman Empire?a nation that was based on secular principles and with a foundation that was fertile for democracy to take root and prosper. He held true to his fundamental vision for his overwhelmingly Muslim nation, namely that it be guided by two overarching concepts: secularism and progress. Just as is the case today, he understood that advances in science and technology would enhance the nation and the Turkish people.

To enable Turkey to reap the benefits of such advances, he set about enacting major reforms in all aspects of Turkish life?political, cultural, legal, educational, and economic all with an eye toward creating the architecture of the new Turkish nation that would raise it to the level of what Ataturk referred to as ?contemporary civilization.? These reforms touched on all aspects of Turkish society from abolishing the caliphate, recognizing equal rights for men and women, replacing the Arabic alphabet with Latin letters, and instituting secular law to reforming traditional styles of dress and mandating surnames.

Ataturk was an impatient reformer. His handling of the reform of the alphabet is one example of his impatience. The language commission he appointed to review the reform recommended that the alphabet reforms be phased in over a fifteen year period. Ataturk had a much different timeframe in mind. He set about traveling throughout the country, personally instructing crowds in the new alphabet, and within six months he had accomplished his goal. With the acceptance of the Latin alphabet, millions of Turks would be poised to turn westward for their second languages and the learning to which those languages are the key.

Ataturk championed women?s rights, encouraging them to pursue careers as doctors, lawyers, scientists, writers and politicians. He did so because he wisely understood that by doing so he was unleashing the talents of all Turks and thereby making the nation stronger. Because of his vision and determination,Turkey is today a strong and vibrant democracy and a model for others in the Islamic world to emulate.

Madam Speaker, it is my hope that Muslim leaders throughout the region will reacquaint themselves with Ataturk?s revolutionary leadership and take inspiration in the courageous reforms he undertook more than seventy years ago so that they too can preside over nations that are secular, democratic and prosperous.
