Letter to Members of the U.S. House of Representatives
Dear Representative:
I am writing to share my alarm that Azerbaijan – during the global COVID-19 pandemic – has launched a major attack on the Tavush region in northern Armenia, resulting in more than a dozen deaths.
Azerbaijan’s reckless actions threaten a dangerous escalation that could draw in regional powers – at potentially catastrophic cost during this international health emergency.
I encourage you to speak out against Baku’s belligerence and to convey your alarm to the White House and Department of State.
In terms of appropriations, I ask you to please support adding language to the FY21 foreign aid bill to fully fund The HALO Trust life-saving demining program in Nagorno Karabakh (Artsakh).
In terms of authorizations, please vote YES on the following three amendments listed on the Rule Committee website:
— Amendment #66 to the Fiscal Year 2021 National Defense Authorization Act (H.R. 6395), offered by Congressman Brad Sherman (D-CA), to mandate that no funds authorized by this bill are used to transfer defense articles/services to Azerbaijan unless the President certifies to Congress that these transfers do not threaten civil aviation.” The government of Azerbaijan has issued a standing threat to shoot down any civilian airplanes traveling between Armenia and Artsakh’s Stepanakert airport.)
— Amendment #330, led by Rep. Jackie Speier, would restore “the longstanding the long-standing policy of parity in funding between Azerbaijan and Armenia under Section 333 funding,” a provision of U.S. law that has enable the Administration to provide over $120 million in defense assistance to Azerbaijan over the past three years.
— Amendment #397, spearheaded by Rep. Frank Pallone (D-NJ) would require that the Defense Department to submit a report to Congress on a U.S. military aid program (known as Section 333) that has sent over $120 million worth of defense assistance to Azerbaijan over the past several years.
