Thank you for leading the Artsakh Revenue Recovery Act of 2024 – authorizing the U.S. president to seize Azerbaijani assets and establish a process for Armenians forcibly displaced from Artsakh to receive compensation for lost revenue resulting from Azerbaijan’s ethnic cleansing.
In September 2023, after a brutal 10-month blockade, Azerbaijan launched a military assault on Artsakh. Over 100,000 Armenians were forced to flee, joining over 50,000 already displaced by Azerbaijan and Turkey’s 2020 attacks. These refugees now face severe challenges in securing housing, food, medical care, and employment in Armenia.
The Artsakh Revenue Recovery Act aims to hold Azerbaijan accountable by:
– Making the Azerbaijani government liable for compensating the displaced Armenians.
– Establishing the Artsakh Revenue Recovery Fund to compensate for lost property and business revenue. If Azerbaijan refuses, the bill authorizes the seizure of Azerbaijani sovereign assets in the U.S. to cover these payments.
Notably, the bill reaffirms the right of return for Artsakh’s Armenians by recognizing their property rights. Compensation through asset seizures will not transfer ownership of Armenian property, ensuring Armenians can reclaim their homes and businesses.
