ANCA Policy Priorities | September 2026
In light of Azerbaijan’s ongoing aggression against Armenia and Artsakh, Armenian Americans and community allies urge U.S. Congressional leaders to back legislative efforts to return Artsakh’s forcibly displaced to their homes, free Armenian hostages held in Baku, end Azerbaijan’s occupation of sovereign Armenian territory, and protect Armenian Christian heritage from erasure. Congress has the power to strengthen Armenia’s security and sovereignty, cut off U.S. arms and aid to Azerbaijan, and punish Azerbaijani war crimes, deterring renewed escalation in the South Caucasus.
U.S. Senate Priorities:
>> ANCA Policy Memo | September 2026 – An overview of ANCA Senate requests in the 119th Congress, from Section 907 enforcement and the release of Armenian hostages to accountability for Azerbaijani war crimes, protection of Armenian Christian heritage sites in Artsakh, and the security of Armenian communities across the region.
>> ANCA Policy Brief: Enforcing Section 907 of the FREEDOM Support Act – The ANCA is urging Senators to sign a bicameral, bipartisan letter led by Sen. Peters (D-MI), Rep. Bilirakis (R-FL), and Rep. Pallone (D-NJ) raising concern over the Trump Administration’s decision to extend the Section 907 waiver, and calling on the Administration to withhold U.S. military assistance to Azerbaijan until Armenian hostages are released, Armenian Christian heritage sites are protected from further destruction, and Azerbaijani forces withdraw from sovereign Armenian territory.
>> ANCA Policy Brief: The Global Magnitsky Human Rights Accountability Act – Azerbaijan holds at least 19 Armenian hostages, including Artsakh presidents, foreign ministers, and parliamentary leaders. The ANCA is urging Senators to back legislative efforts pressing the Trump Administration to enforce Global Magnitsky sanctions against the Azerbaijani officials responsible, and to issue public statements calling for the immediate release of all Armenian hostages.
