Artsakh (Nagorno Karabakh): Artsakh, an indigenous part of the ancient Armenian homeland – despite relentless Azerbaijani aggression – built a free, democratic society committed to regional peace through the OSCE Minsk Group (co-chaired by the United States). Due to Azerbaijan's genocidal conduct, the Armenians of Artsakh have today been ethnically cleansed from their homeland.
1) During your campaign, will you call on the Biden Administration to condemn Azerbaijan’s ethnic cleansing of Artsakh and use all the tools at its disposal (including the withholding of military aid and the enforcement of sanctions) to hold the Azerbaijani government accountable for its genocidal aggression?
2) Will you support legislation that would properly define the ethnic cleansing of Artsakh as a genocide committed by Azerbaijan?
3) Will you support legislative and other initiatives to stop U.S. military aid or sales to Azerbaijan, until it facilitates the safe and sustainable right of return to all citizens of the Republic of Artsakh under an international mandate, withdraws from Armenia’s sovereign territory, and returns all Armenian prisoners of war captured during the 44-day war in 2020?
4) Will you encourage the President to provide material assistance to academic & cultural groups seeking to monitor, preserve, and protect Armenian and other holy sites within Azerbaijani-controlled Artsakh?
5) Will you encourage the President to enforce Global Magnitsky and other relevant sanctions against senior Azerbaijani leaders guilty of genocide, war crimes, human rights abuses, and the illegal detention and abuse of Armenian prisoners of war?
6) Will you encourage the Administration to investigate credible and documented reports that Azerbaijan is attempting to illegally influence U.S. policy?
7) Will you support legislation calling for the recognition of Artsakh’s inalienable right to self-determination in the face of Azerbaijan’s genocidal aggression?
Armenian Genocide: Despite official U.S. recognition of the Armenian Genocide, Turkey continues to deny and obstruct justice for its mass murder of millions of Armenians and other Christians between 1915 and 1923.
8) Will you support legislative and other initiatives enabling U.S. citizens to seek legitimate legal redress for Armenian Genocide-era legal claims?
9) Will you support legislative and other initiatives to promote public education about the Armenian Genocide?
10) Will you support legislative and other initiatives to encourage Turkey to return stolen Christian churches and respect religious freedom?
11) Will you support legislative and other initiatives to ensure strict statutory scrutiny of U.S. military aid, sales, or transfers to Turkey?
U.S.-Armenia Relations: The U.S.-Armenia strategic partnership is driven by shared values, regional cooperation, joint peacekeeping operations, and growing bilateral trade and investment.
12) Will you encourage the President to reset U.S.-Armenia relations to prioritize justice for the genocide in Artsakh, Armenia’s security, and the growth of the U.S.-Armenia economic partnership?
13) Will you support legislative and other initiatives to defend Armenia’s sovereignty by securing the withdrawal of Azerbaijani forces from the territory of Armenia?
14) Will you support legislative and other initiatives to facilitate and further expand U.S.-Armenia trade, investment, and commercial partnerships?
15) Will you consult with Americans of Armenian heritage regarding U.S.-Armenia relations and other community priorities?
