ANCA Rapid Responder Letter: Urge President Biden and Congress to Break Azerbaijan's Artsakh Blockade

Dear President Biden,

I am writing to urgently request your personal engagement in averting the impending humanitarian catastrophe in Nagorno-Karabakh (Artsakh) caused by Azerbaijan’s 40+ day blockade of the Lachin Corridor – the only road linking Artsakh to Armenia, and Artsakh’s only humanitarian lifeline for food, medical supplies, and other vital goods.

As you know, Azerbaijan’s aggression against the Armenian people has continued unabated since the 2020 war it launched. Over 100 Armenian prisoners of war remain in Azerbaijan’s illegal detention where they face torture, millennia-old Armenian cultural sites have been systematically desecrated and destroyed, and tens of thousands of civilians have been displaced as a result of Azerbaijan’s invasion and occupation of Armenia’s sovereign territory, as recently as this past September.

I urge you to take the following actions, publicly condemning Azerbaijan’s actions, ensuring the U.S. does not continue to enable and embolden this behavior through the provision of military assistance to Azerbaijan, and directing USAID and other relevant agencies to send emergency humanitarian assistance to Artsakh:

— Condemn Azerbaijan’s blockade of Artsakh;

— Immediately suspend any U.S. new, current, or pending military or security assistance to Azerbaijan, and to fully enforce Section 907 of the FREEDOM Support Act;

— Apply statutory sanctions against Azerbaijani officials responsible for the blockade of Nagorno Karabakh;

— Send sustained U.S. humanitarian and development assistance to the Armenian victims of Azerbaijani aggression in Nagorno Karabakh.

The situation is dire. My family and I look forward to hearing about the action the United States has taken on this matter as soon as possible.

Sincerely,
