Dear Representative:
I am writing to ask you to co-sign the Armenian Caucus letter requesting funding to strengthen the US-Armenia strategic partnership, bolster democratic gains in the Republic of Armenia, meet pressing humanitarian needs for over 100,000 refugees from Nagorno-Karabakh (Artsakh), and hold Azerbaijan accountable for their war crimes and ethnic cleansing.
These requests for the Fiscal Year 2025 State, Foreign Operations, and Related Programs appropriations bill include critical funding to support populations displaced by Azerbaijan’s genocidal campaign in 2023, security assistance to enable Armenia to protect its territorial integrity, and funding for democracy and internal security reforms. It is for these purposes the letter requests:
– $200 million for Artsakh refugees
– $30 million in military aid (FMF and IMET) to Armenia
– $20 million for legal and democracy reforms
– Suspension of all U.S. military and security aid to Azerbaijan
– Assessment of potential sanctions against Azerbaijani officials.
I am particularly encouraged by the letter’s recognition that “President Aliyev has proven time and again through his genocidal actions that he is not an honest broker for peace in the region, and the United States must not reward his regime with security assistance of any kind,” and echo its view that, “the Department of State and other international actors have failed to hold these bad actors accountable, and it is far past time that the U.S. seriously consider imposing sanctions to make them answer for these violations of international law.” Not another U.S. tax dollar should be sent to an oil-rich and deeply corrupt Aliyev regime that neither needs nor deserves American military assistance.
