Dear Senator:

I am writing to ask you to cosponsor and work for the immediate adoption of the Markey-Cassidy Resolution triggering a Section 502B into Azerbaijan’s human rights abuses and war crimes.

As you know, this is a privileged resolution, which provided the Senate with powerful oversight of U.S. military aid programs. Its adoption is urgently needed in the wake of Azerbaijan’s recent blockade, attacks, and complete ethnic-cleansing of Artsakh’s (Nagorno Karabakh) indigenous Armenian population. Tragically, the Aliyev regime’s unprovoked aggression was enabled by the Trump and Biden Administrations, which provided over $164,000,000 in military assistance to Baku under presidential waivers of Section 907 of the FREEDOM Support Act.

Upholding statutory oversight of U.S. security assistance to Azerbaijan under 502B(c) would set a long-overdue precedent of enforcing human rights conditions and restoring Congressional oversight over U.S. security assistance. It would, in addition to constraining future Azerbaijani aggression, also signal other recipients of U.S. security aid that American policymakers will turn a blind to their abuses.
