Letter to U.S. Representatives who have not yet co-signed the Pallone-Titus Letter

Dear Representative:

I am writing to ask you to co-sign the Pallone-Titus letter, raising alarms about the “severe hardships” facing Artsakh (Nagorno Karabakh) and directly calling upon the Biden Administration to “significantly increase funding that will directly assist the Armenian population in Nagorno-Karabakh.”

This letter specifically prioritizes key Artsakh-based programs that are in dire need of long overdue support, among them assistance for housing, food security, water and sanitation, health care, rehabilitation, and demining and UXO clearance services they need to safely rebuild their lives, homes, and communities.

As you may know, the U.S. Congress, since FY98, has invested in regional peace through an array of aid programs in Artsakh, including maternal health care and clean drinking water. However, in the wake of Azerbaijan’s 2020 attack – during Artsakh’s time of greatest need, our government has effectively stopped humanitarian aid to this at-risk population. The Administration’s unconscionable cut-off of life-saving assistance to vulnerable families in Artsakh has the practical effect of helping Azerbaijan ethnically-cleanse Armenians by denying them food, fuel, water, and other crucial resources.

Best estimates of humanitarian and development needs in Artsakh are in the range of $250,000,000, with at least $50,000 urgently required to address pressing needs. As this letter notes, “The $5,000,000 in Fiscal Year 2021 funding that USAID has committed and the assistance allocated through the United Nations’ Armenia Interagency Response Plan (IA-RP) have been wholly insufficient to address this crisis.” Its authors add, rightfully, that “the need for this assistance has only grown due to Azerbaijan’s indiscriminate bombing campaigns in 2020 and the ongoing provocations by their troops which further endanger food, water, energy, and other critical resources for these communities.”

Please co-sign the Pallone-Titus letter and support other legislative initiatives to secure robust funding for Artsakh and a complete cut-off of U.S. military aid to Azerbaijan
