ANCA Rapid Responder Letter: Urge Congress to Block U.S. Military Aid to Azerbaijan In the FY2022 National Defense Authorization Act

Dear Senator / Representative:

I am writing to ask you to ensure that the FY22 National Defense Authorization Act prohibits any and all U.S. taxpayer funding for the armed forces of Azerbaijan’s oil-rich and violently anti-Armenian Aliyev regime.

As you know, the full U.S. House voted in July of this year to block all Foreign Military Financing (FMF) and International Military Education and Training (IMET) appropriations for Azerbaijan, as part of the FY22 State-Foreign Operations Bill. This prohibition must now be extended to all Defense Department authorizations and appropriations.

The broad, bipartisan backing for the Pallone Amendment adopted this July reflects the depth and scope of Congressional outrage over Azerbaijan’s ethnic cleansing of Artsakh (Nagorno Karabakh), ongoing military occupation of Armenian territory, desecration of Christian holy sites, and torture of Armenian prisoners of war.

With every passing day and each new Azerbaijani cross-border attack, it’s increasingly clear that not a single U.S. tax dollar should ever be sent to the Azerbaijani dictatorship – a corrupt single-family dictatorship run by President Ilham Aliyev, a violently racist, anti-Armenian petro-monarch. The United States must never contribute, either directly or indirectly, to Azerbaijan’s military operations, activities, or capabilities.

Please do all in your power to ensure that the NDAA prohibits all Section 333 and any other U.S. military or security aid programs to Azerbaijan.
