Dear Senator:
I am writing to alert you that U.S. parts and technology have been discovered in Turkish “Bayraktar” drones that Azerbaijan is using to commit war crimes against Armenian civilians in Artsakh – a potential violation of U.S. Arms Export Control laws.
Evidence collected on the battlefield confirms that parts produced by the following U.S. based companies were found in the Bayraktar drones: Comant Industries (Fullerton, CA), Trimble Navigation (Sunnyvale, CA), and MilesTek (Lewisville, TX). Additionally, parts from foreign firms with U.S.-based affiliates were also discovered, among them: Hengst (Camden, SC), Garmin (Olathe, KS), and WesCam (Orlando, FL), Beringer (Greenville, SC), and SmartMicro (Irvine, CA).

In light of this information, I ask you to take the following actions:
— Call on Congressional leaders to initiate an official investigation into Arms Export Control violations related to U.S. parts and technology in weapons being used by Baku to commit war crimes against Armenian civilians in Artsakh.
— Request that Assistant Secretary of State for Political-Military Affairs R. Clarke Cooper deny any and all requests for arms exports to Turkey or Azerbaijan.
— Work to end U.S. military/security aid to Baku, a program that has strengthened Azerbaijani offensive military capabilities and trained Azerbaijani forces engaging in war crimes.
— Cosponsor and work for passage of S.Res.754 and S.Res.755, to require reporting on abuses and aggression committed by Turkey and Azerbaijan.
— Demand Global Magnitsky sanctions against top officials in both the Erdogan and Aliyev governments.
