I am writing to ask you to VOTE “YES” on two amendments to the Fiscal Year 2020 State-Foreign Operations bill (H.R.2740) when they come before the full U.S. House as early as this Wednesday, June 19th. These amendments are:
— Amendment #103 (offered by Reps. Cox, Pallone, Speier, and Schiff) ensures continued funding for de-mining projects in Nagorno Karabakh (Artsakh), and support for regional rehabilitation services for infants, children, and adults with physical and cognitive disabilities. The U.S. aid program to Nagorno Karabakh (Artsakh) represents a modest U.S. appropriation but a major American investment in peace. The amendment will be voted on as part of an “en bloc” series of amendments.
— Amendment #84 (offered by Reps. Speier, Pallone, and Schiff) adds $40 million in funding for Armenian democracy assistance. This increased aid, coming in the wake of Armenia’s remarkable “Velvet Revolution,” will help with rule of law, civil society development, media freedom, and – more broadly – contribute to the continued strategic upgrade of bilateral U.S.-Armenia political, economic, and military partnerships.

I am writing to thank you for working with Representatives Jackie Speier (D-CA) and TJ Cox (D-CA) in support of expanded aid to the Republics of Artsakh and Armenia and urge you to encourage your colleagues to VOTE “YES” on Amendments #84 and 103 during House consideration of H.R.2740 this week.
As you know, Amendment #103 ensures continued funding for de-mining projects in Nagorno-Karabakh, and support for regional rehabilitation services for infants, children, and adults with physical and cognitive disabilities. The U.S. aid program to Nagorno Karabakh (Artsakh) represents a modest U.S. appropriation but a major American investment in peace. The amendment will be voted on as part of an “en bloc” series of amendments.
Amendment #84 adds $40 million in funding for Armenian democracy assistance. In addition, I would like to thank you for working to lift outdated barriers to U.S.-Artsakh travel and communication by engaging in a colloquy with House Appropriations Committee Chair Nita Lowey (D-NY) on the matter. While I was disappointed to see that your amendment on the topic was ruled “out of order,” I look forward to your continued leadership to secure passage of the Artsakh Travel and Communication Resolution (H.Res.190), which seeks to accomplish this worthwhile aim.

My family and I watched your introduction of Amendment #103 on the House floor and agree that continued support for The HALO Trust’s lifesaving demining work and rehabilitation programs like those at the Lady Cox Rehabilitation Center are essential to promoting peace in the region.
