With the coming of a cold Caucasus winter, I am writing to ask you to urgently call upon the outgoing Trump Administration and the incoming Biden Administration to immediately support:
— At least $250 million in U.S. emergency assistance (housing, healthcare, COVID-19, food security, unexploded ordnance, etc.) for Artsakh, to address the vast humanitarian crisis created by the anti-Armenian aggression of Azerbaijan and its Turkish/ISIS allies.
— An immediate U.S. commitment of large-scale reconstruction and development aid to Artsakh to create conditions for the safe and sustainable return of Armenian refugees to Artsakh, and a robust financial stabilization program to support Armenia’s economy.
— A new Millennium Challenge Corporation compact with Armenia to support education in the fields of science, technology, and engineering.
— An international donor conference to secure grants to rebuild Artsakh and provide for the safe return of its indigenous Armenian population.
— Instructions to U.S. representatives to international financial institutions to support large-scale low-interest loans, zero to low-interest credits, and grants to Armenia.
— U.S assistance to document, protect, and preserve churches, monasteries, cemeteries, and other Christian Armenian holy sites and religious and cultural heritage in Artsakh, within areas under Azerbaijani military control.
I also call upon you, as a Member of Congress, to work for a Congressional appropriation of at least $250 million for Artsakh and Armenia in the Fiscal Year 2022 State-Foreign Operations Appropriations Bill.
