Letter to U.S. Representatives Who Have NOT YET Co-Signed the Armenian Caucus Letter

Dear Representative:

I am writing to ask you to co-sign the Armenian Caucus FY21 foreign aid letter advocating Artsakh aid, Armenia democracy programs, and the strategic upgrade of U.S.-Armenia relations.

Specifically, the letter calls for:

— $1.5 million for Artsakh demining and robust funding for regional rehabilitation services for survivors of landmine injuries and individuals with physical and cognitive disabilities.

— $100 million for economic, governance, rule of law, and security assistance to Armenia through State Department and USAID accounts.

— The lifting of State Department and USAID restrictions on U.S. travel, communication, or contacts with Artsakh government officials.

— The suspension of U.S. military aid for Azerbaijan until it has ceased all attacks against Armenia and Artsakh.

The United States has long enjoyed friendly relations with the Armenian people based upon our shared democratic values and our common interests in a secure, stable, peaceful and democratic Caucasus region.

Armenia is among the world’s highest per-capita providers of peacekeepers, having sent troops to support U.S., NATO and other international operations in Afghanistan, Iraq, Lebanon, Kosovo, and Mali. Both Armenia and Nagorno Karabakh (Artsakh) are playing a constructive role in the OSCE Minsk Group process to settle outstanding status and security issues between Azerbaijan and Nagorno Karabakh.

As you may recall, last year, 22 Senators and 89 Representatives co-signed bipartisan letters defending the USAID-funded HALO-Trust de-mining program in Nagorno Karabakh – an ancient Christian land and proud democratic republic – struggling to survive on the frontiers of faith and freedom.

The Armenia/Artsakh aid package represents a small but smart investment in America’s strategic interests in Armenia’s independence, the U.S.-Armenia partnership, and the search peace between Artsakh and Azerbaijan.
