ANCA Rapid Responder Letter: Stop U.S. Aid to Azerbaijan

Letter to your legislator

Dear Representative:

I am writing to ask you to cosponsor and vote for the passage of four key amendments to the FY25 State-Foreign Operations Bill (H.R.8771):

1) Amendment 146, introduced by Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and Nicole Malliotakis (R-NY), calling for $100 million in US funding for the Republic of Armenia under the Assistance to Europe, Eurasia, and Central Asia (AEECA) account to support victims from Nagorno Karabakh (Artsakh), forced to flee their ancestral homeland amid Azerbaijan’s full-scale attack in 2023.

2) Amendment 51, introduced by Rep. Dina Titus (D-NV), prohibiting funds in the bill from being used to support Azerbaijani security, development, or settlement in territories captured by force, including Nagorno-Karabakh (Artsakh).

3) Amendment 54, introduced by Rep. Mike Lawler (R-NY) with the support of Congressional Armenian Caucus Co-Chairs Frank Pallone and Gus Bilirakis (R-FL), prohibiting funding to Azerbaijan in Fiscal Year 2025 until the President determines and so reports to the Congress that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh. This amendment includes no waiver authority since the Administration is currently exercising waiver authority to get around Section 907 of the Freedom Support Act, which prohibits such assistance.

4) Amendment 48, introduced by Rep. Chris Pappas (D-NH), extending the waiver renewal period for defense article sales to the Republic of Cyprus from one year to five years and permits the President to review the arms embargo waiver every five years following its enactment.

Your support for these measures would hold great meaning for my family, our local community, and our many coalition partners. Please share any actions you take on these matters, and, as always, feel free to touch base with the Armenian National Committee of America (ANCA) with any questions or concerns.

Your generosity empowers our advocacy, inspires our work, and sustains our momentum.
