Letter to U.S. Representatives Urging Them to Support the Titus Efforts — Block the Engine Sale and Stop F-35s for Turkey
I am writing to urge you to support two efforts led by Rep. Dina Titus (D-NV) to block the Trump administration’s proposed arms deals with Turkey. Please cosign her letter to House Majority Leader Scalise and Minority Leader Jeffries calling on House leadership to introduce a Joint Resolution of Disapproval under CAATSA Section 216(c)(3) should the administration move to readmit Turkey to the F-35 program in violation of U.S. law, and support her forthcoming Joint Resolution of Disapproval to block the sale of more than $700 million in GE F-110 jet engines to Turkey.
Turkey was removed from the F-35 program in 2019 after purchasing the Russian-made S-400 air defense system. The Trump administration’s own State Department imposed CAATSA sanctions on Turkey for that purchase in December 2020. Those sanctions have never been rescinded. Turkey still possesses the S-400. The FY2020 National Defense Authorization Act explicitly bars F-35 transfers to Turkey as long as Ankara retains the system. Secretary Rubio acknowledged before the House Foreign Affairs Committee on June 3, 2026, that the administration is legally bound by those obligations. The engine sale — powering Turkey’s own next-generation KAAN combat aircraft — compounds the danger.
This is not only a legal question. Turkey has provided material support to Azerbaijan in its military campaigns against Armenia. It has threatened the sovereignty of Greece and Cyprus. Rewarding this record with American military technology sends a dangerous message to every U.S. ally in the region — and to every country watching whether buying Russian arms carries real consequences.
CAATSA was passed by overwhelming bipartisan majorities in both chambers precisely so Congress — not any individual president — retains a meaningful check on decisions to reward adversary-aligned conduct with American military technology. That framework means nothing if Congress is unwilling to enforce it.
Please support both Titus efforts now. The NATO summit in Ankara opens July 7 — and the administration is watching to see whether Congress will act before Erdoğan gets his gift. Please do not wait.
