ANCA Rapid Responder Letter: Stop Arming Azerbaijan - Enforce Section 907

Letter to U.S. Senators and Representatives Urging Them to Cosign the Peters-Schiff-Bilirakis-Pallone Letter

I am writing to ask you to co-sign the bicameral, bipartisan letter to Secretary of State Marco Rubio led by Senator Gary Peters, Rep. Gus Bilirakis, and Rep. Frank Pallone. The letter urges the Administration to withhold U.S. military assistance to Azerbaijan.

Sixteen Armenian hostages remain in Azerbaijani prisons. In February 2026, Baku sentenced them to terms of 15 years to life after sham trials. Human rights organizations, legal experts, and the European Parliament called those proceedings a miscarriage of justice. The prisoners have been tortured in custody. In September 2025, Azerbaijan expelled the Red Cross, the only organization allowed to check on them.

The Administration waived Section 907 of the FREEDOM Support Act in August 2025, after a White House summit. Azerbaijan did not reward that gesture with good faith. It sentenced the hostages. It destroyed two Armenian cathedrals in Stepanakert in April 2026. It still occupies roughly 100 square miles of sovereign Armenian territory.

Now, in July 2026, the Administration has told Congress it intends to waive Section 907 again. Rewarding this conduct with American weapons is reckless. It signals to an oil-rich, dictatorial regime that brutality carries no cost.

The Peters-Bilirakis-Pallone letter asks for something straightforward. Withhold U.S. military assistance to Azerbaijan until there is real progress on releasing the Armenian prisoners, protecting Armenian churches from destruction, and withdrawing Azerbaijani troops from Armenian land.

To co-sign, Senate offices may contact Sari Cureton in Senator Peters’ office. House offices may contact Nathan Stamps in Rep. Bilirakis’s office.

My family and I are asking you to add your name to this letter.

Sincerely,

Letter to U.S. Senators and Representatives Thanking Them for Cosigning the Peters-Schiff-Bilirakis-Pallone Letter

I am writing to thank you for co-signing the bicameral, bipartisan letter to Secretary of State Marco Rubio led by Senator Gary Peters, Rep. Gus Bilirakis, and Rep. Frank Pallone.

Your signature matters. Sixteen Armenian hostages have been held in Azerbaijani prisons for over 1,000 days, sentenced in February 2026 to terms of 15 years to life. Azerbaijan expelled the Red Cross in September 2025, leaving no one able to check on their treatment. In April 2026, Azerbaijan destroyed two Armenian cathedrals in Stepanakert. Azerbaijani troops still occupy roughly 100 square miles of sovereign Armenian territory.

By signing this letter, you told the Administration that American military assistance should not flow to Baku while this continues. You made clear that the release of Armenian prisoners, the protection of Armenian churches, and the withdrawal of Azerbaijani forces are not optional.

I hope you will keep pressing the State Department to act on the letter’s requests.

Thank you again for standing with my family and our community.

Sincerely,

Letter to Senator Peters, Senator Schiff, Rep. Bilirakis, and Rep. Pallone Thanking Them for Leading the Letter to Enforce Section 907

I am writing to thank you for leading the bicameral, bipartisan letter to Secretary of State Marco Rubio urging the Administration to withhold U.S. military assistance to Azerbaijan.

You did not simply sign this letter. You wrote it and you are recruiting your colleagues to join it. That leadership matters to my family and to communities across this country.

Sixteen Armenian hostages have been held in Azerbaijani prisons for over 1,000 days. In February 2026, Baku sentenced them to terms of 15 years to life after sham trials. Azerbaijan expelled the Red Cross, so no one can check on their treatment. It demolished two Armenian cathedrals in Stepanakert. It still occupies roughly 100 square miles of sovereign Armenian territory.

In July 2026, the Administration told Congress it intends to waive Section 907 of the FREEDOM Support Act again. Your letter draws the line where it belongs. No American military assistance to Baku until the Armenian prisoners are released, Armenian churches are protected, and Azerbaijani troops withdraw from Armenian land.

Please keep pressing your colleagues to sign, and keep pressing the State Department to act on what the letter demands.

Thank you for your leadership.

Sincerely,

Your generosity empowers our advocacy, inspires our work, and sustains our momentum.
