Artsakh & Accountability: Artsakh, an indigenous part of the ancient Armenian homeland – despite relentless Azerbaijani aggression – built a free, democratic society committed to regional peace through the OSCE Minsk Group (co-chaired by the United States). Due to Azerbaijan's genocidal conduct, the Armenians of Artsakh have today been ethnically cleansed from their homeland, demanding accountability at the local, state, and federal levels.
1) Will you support state or local measures that properly characterizes the ethnic cleansing of Artsakh as genocide by Azerbaijan? Please explain your reasoning and any steps you would take to advance such legislation.
2) Will you support state or local measures for the recognition of Artsakh’s inalienable right to self-determination in the face of Azerbaijan’s genocidal aggression?
3) How would you encourage the federal government, as well as state and local leaders, to hold Azerbaijan accountable for war crimes and human rights abuses, including the withdrawal of military forces from Armenia, the release of unlawfully detained Armenian POWs and civilians, and the protection of Armenian cultural heritage? Please describe the specific actions you would take and the strategies you would pursue to achieve these outcomes.
4) Would you support or advocate for state-level resolutions or initiatives aimed at encouraging the federal government to end U.S. military aid and arms sales to Azerbaijan?
5) How would you, as a state or local leader, encourage the Administration to support international efforts to ensure the safe and secure return of forcibly displaced Armenians to Artsakh, as guaranteed under international law? Please describe the specific initiatives or advocacy you would undertake.
6) How would you, as a state or local leader, encourage the President to enforce Global Magnitsky, Section 7031(c) visa/financial sanctions, and other relevant sanctions against senior Azerbaijani leaders guilty of genocide, war crimes, human rights abuses, and the illegal detention and abuse of Armenian POWs? Please describe the strategies or actions you would pursue.
7) Will you oppose any state or local lobbying, partnership, or propaganda efforts by Azerbaijani or Turkish government-linked entities or lobbyists that seek to whitewash Azerbaijan’s human rights abuses and war crimes?
8) Would you support policies, initiatives, and/or legislation that halts all future public investments within your jurisdiction in financial vehicles and firms owned in part or whole by the Governments of Turkey & Azerbaijan?
Genocide Education & Awareness: Despite official U.S. recognition of the Armenian Genocide, Turkey and its allies continue to deny and distort historical facts, obstructing justice for the systematic mass murder of Armenians and other Christians between 1915 and 1923. Similarly, Azerbaijan continues to deny and justify its 2023 genocidal ethnic cleansing of Artsakh’s Armenian population, making public education and legislative action crucial.
9) How would you promote public education about the Armenian Genocide of 1915 and the Artsakh Genocide of 2023 through local initiatives, programs, or community outreach?
10) What steps would you take to support resolutions in your legislature or council reaffirming recognition of the Armenian Genocide, and condemning ongoing denial?
Community Engagement
11) How would you structure regular communication and engagement with Armenian-American constituents to ensure their voices are represented?
12) How would you support Armenian-American institutions in your jurisdiction, including cultural, educational, or community organizations?
14) What steps would you take to recruit more Armenian-Americans for staff positions and increase the level of Armenian-American presence on state and local boards, commissions, and committees?
13) How would you participate in or support community commemorations for Armenian Genocide Remembrance Day (April 24) and Artsakh Genocide Remembrance Day (September 19) — for example, by issuing proclamations, introducing state-level resolutions, or attending local remembrance events — and why do you consider this important?
