ANCA Policy Priorities | September 2024

Following Azerbaijan’s blockade and genocide of the indigenous Armenian population of Nagorno Karabakh (Artsakh), Armenian Americans join with our allies in asking you to take immediate action to hold Azerbaijan accountable for its ethnic cleansing of Artsakh’s Armenians.

U.S. Senate Priorities:

>> Text of Pallone-Markey Letter to Secretary Blinken – the bicameral letter calling for U.S. leadership in demanding that Azerbaijan be accountable for committing war crimes, taking hostages, and illegally occupying Armenian territory – before the COP29 climate summit in Baku this November. >> ANCA Policy Brief:  COP29 in Azerbaijan – Azerbaijan will host the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties—also known as COP29—in November, the UN’s premier summit on tackling climate change. Azerbaijan is among the most fossil-fuel-dependent economies in the world, and in hosting the conference, it will seek to use the global platform as a vehicle for ‘greenwashing’ its environmental and human rights record.

>> ANCA Policy Brief: Azerbaijan and Section 502B(c) of the Foreign Assistance Act – Senators Ed Markey (D-MA) and Bill Cassidy (R-LA) introduced bipartisan resolution S.Res.540 requesting a report on Azerbaijan’s human rights abuses according to Section 502B(c) of the Foreign Assistance Act. The ANCA urges Senators to cosponsor and support immediate consideration and passage of this privileged legislation.

>> Coalition Partners Supporting the Markey-Cassidy Senate Resolution (S.Res.540) – A coalition of over 25 civil society organizations are calling for passage of the Markey-Cassidy 502B(c) resolution on Azerbaijan. Review the list.

>> ANCA Policy Brief: The Global Magnitsky Human Rights Accountability Act – The Global Magnitsky Human Rights Accountability Act authorizes the President to impose economic sanctions, freeze assets, and deny entry into the United States to any foreign person identified as engaging in human rights abuse or corruption. The ANCA is working to ensure Azerbaijani officials responsible for grave human rights violations are sanctioned under the Global Magnitsky Act through three complementary processes.

>> ANCA Policy Brief: Azerbaijan’s Energy Ties with Russia and Iran – Azerbaijan continues to deepen its energy ties with Russia and Iran, as documented below. The ANCA urges Members of the U.S. Congress to request a review into Azerbaijan’s energy cooperation with Moscow and Tehran – particularly with sanctioned entities including Lukoil, Gazprom and the National Iranian Oil Company (NIOC) – to determine whether Azerbaijan’s actions violate U.S. and international sanctions.

>> IAGS Resolution on Nagorno Karabakh – On September 2, 2024, the International Association of Genocide Scholars (IAGS) voted to condemn Azerbaijan’s genocide of Artsakh’s Armenians, calling for sanctions against Baku and the “unimpeded and expeditious return” of Armenians to Artsakh under international protections. >> Freedom House Report on Azerbaijan’s Ethnic Cleansing of Nagorno-Karabakh – In July 2024, Freedom House released a report — “Why Are There No Armenians In Nagorno-Karabakh? Fact-Finding Report Summary” — that determined Azerbaijan’s blockade and military assault against Nagorno-Karabakh’s Armenian population constituted an act of ethnic cleansing.

>> ANCA Policy Brief: H.R.7288 – the Armenian Protection Act – The ANCA is urging U.S. Representatives to support a House Foreign Affairs Committee Markup of H.R.7288 – the Armenian Protection Act – a bipartisan bill introduced by Representatives Lawler (R-NY), Pallone (D-NJ), Bilirakis (R-FL) and Amo (D-RI) that would temporarily prohibit the executive from exercising its waiver authority over statutory prohibitions on U.S. military assistance to Azerbaijan Section 907 of the FREEDOM Support Act.
